Tariff Information - Help
1 Introduction

The Tariff portal allows consultation and browsing of tariff data, most importantly the nomenclature codes and duty rates, and also other data related to Customs Tariff.

The Tariff portal is composed with 3 main components: Home, Tariff consultation and Duty calculator. When using the Tariff Portal consultation it is possible to:
  • Browse data concerning goods nomenclature, duty rates and other measures, and also additional information (Legal Notes, Explanatory Notes, Binding Tariff Information and Lists of Goods, Classification Regulations, Explanatory Notes for CN, Classification Rulings of European Commission, Adjudications of the European Court of Justice, Pronouncements of the Customs Code Committee, Compendium of Classification Opinions and Decisions of Harmonised Code Committee).
  • Search for correlation table.
  • Search for geographical areas (countries, regions and groups) through their codes.
  • Search for certificates.
  • Search for additional codes.
  • Search for footnotes.
  • Search for quotas.
  • Download XML extractions.
The Tariff Calculator allows to:
  • Calculate custom duties and taxes for importing/exporting goods.
  • Calculate Meursing additional codes based on agricultural components.
  • View information related to exchange rates of foreign currencies in EUR.

The selection of one of the available languages enables the display and/or search for EU data in this language and also changes the Portal’s Interface language. Certain pages presenting text data exist only in the Customs Authority's native language and independently from the selected interface language.

The last update date is displayed on the Homepage. It indicates the date of the last update for data which can be displayed, searched with the Tariff Portal and/or used for calculation purposes.

Simulation date
This indicates the current legal status date. The Tariff Portal allows the search of data with legal status according to various dates. By default the simulation date is always the current date, and in case of search for a legal status with a different date, this date must be entered in the Simulation date field.
2 Home page

The Home page is the welcome page of the tariff portal on which several information are available.

2.1 Home page information
Simulation date
You can use this field to set the simulation date. The Set current date button allows for automatic return to the current date, in case it was changed earlier.
Daily news
The daily news are displayed on the HOME page A link for the other news is clickable and leads to the Daily news web page.

The Home page allows to browse information and documents with the following menu:

3 Tariff Consultation
3.1 Tariff browser

The following operations can be performed in the Tariff browser screen:

  • Browse nomenclature tree
  • Display duty rates and other measures
  • Display additional information

The way the criteria are entered is described in Display criteria.

3.1.1 Browse nomenclature tree

The goods nomenclature is built as a hierarchically structured tree. After the button  Browse nomenclature tree has been pressed, the Tariff Portal displays the  Nomenclature tree screen with the section list. From that list, after clicking the section number, it is possible to go to the chapter list (two-digit code), then to the heading list (four-digit code), the sub-heading list (six-digit code), the combined nomenclature – CN list (eight-digit code), and the TARIC nomenclature list (ten-digit code), which is on the lowest tree level.

All Chapters have links to Legal Notes and Explanatory Notes. The first link displays the chapter’s legal notes, and the second displays the chapter’s explanatory notes. This does not mean that every chapter has legal and explanatory notes attached. In fact, only certain chapters actually have such attachments. However, the links indicate that Legal Notes and Explanatory Notes can be attached to any chapter.

Sometimes footnotes and BTI links are assigned to codes on given levels. Clicking on the BTI link redirects the user to the European Union's BTI System.

Instead of scrolling the tree step by step, one can go directly to the searched code through entering the code into the Goods nomenclature code field and clicking the button Browse nomenclature tree. The Tariff Portal displays the searched code in the context of adjacent codes.

From the Tariff tree screen it is possible go directly to the Duty rates screen. This is possible by clicking the nomenclature code on the lowest level, that is, the code which has no hierarchically lower codes. From that code one can view the measures which are assigned to it.

Note: Entering a criterion in the additional information field when browsing the nomenclature tree has no influence on the course of operation.

3.1.2 Display duty rates and other measures

The measures are duty rates, taxes (VAT and excise tax), and non-tariff restrictions which are assigned to nomenclature codes.

The measures are always displayed for a particular nomenclature code. After the code has been entered the Tariff Portal displays all measures assigned to that code, for all the origin/destination countries. If, in addition to the code, the origin/destination country has been entered, the result will display only those measures which apply to the selected nomenclature code and origin/destination country.

Note: Entering additional information as a criterion has no influence on the course of measure display operation.

After the criterion (criteria) has been entered and the operation initialized, the Tariff Portal displays the Duty Rates screen, where the information is presented in following order: the goods code with the goods description, measurement unit, restrictions concerning import and/or export of goods (with relevant footnotes, legal acts, and additional codes), and duty rates for particular countries or for a specific country (with relevant footnotes, legal acts, and additional codes as well).

Clicking the footnote code, legal act and additional code button opens the screen with detailed information. On the screen presenting the additional code, the link to the footnote text of this code is displayed.

Some rates include a link to an agricultural component (Meursing code). After clicking that link (“Composition of goods Meursing code”) the Meursing calculator screen is displayed where, after entering the corresponding values, it is possible to calculate an additional duty for certain agricultural commodities.

Sometimes applicability of a measure or the amount of duty rate depends on certain conditions. In such a case the link Conditions is displayed below the measure. After clicking that link the screen presenting the information regarding conditions is displayed.

If the measure is assigned to the country group, some countries from that group may be excluded from the application of the measure – in that case the abbreviation excl. is displayed next to the country group code with link(s) to the excluded country (countries) ISO code.

Duty rates are displayed in the alphabetical order according to the geographical areas to which they are assigned, but measures that apply to all countries (Erga Omnes) are always displayed first.

By clicking the code of the country or country group the system displays the related information on the Geographical areas screen.

A list of links which represent the Nomenclature Groups connected with the current nomenclature code or the code above in the hierarchy is also displayed. The user can click on those links and can see the group description and its start date.

3.1.3 Display additional information

The additional information covers: Legal Notes, Explanatory Notes, Binding Tariff Information, Lists of Goods, Classification Regulations, Explanatory Notes for CN, Classification Rulings of European Commission, Adjudications of European Court of Justice, Pronouncements of Customs Code Committee, Compendium of Classification Opinions and Decisions of Harmonised Code Comittee.

The display of additional information is carried out by displaying all information (within one of the mentioned above areas) which is assigned to the nomenclature code entered as a criterion. When, for example, code 0101 00 00 00 has been entered and additional information area "Legal notes" selected, the Tariff Portal displays all legal notes assigned to the code 0101 00 00 00. Only the additional information valid for the entered date is displayed. For example, if in the nomenclature code field Chapter “5002”, Explanatory notes is selected in the additional information and the button “Search additional information” is used then the system displays a link “Note to item 5002 ” and clicking that link the system displays the content of explanatory notes of chapter 5002.

Independent from whether one or more information is assigned to the entered code, the found information is displayed in the beginning as a list of identifiers. After clicking the proper identifier the complete additional information is displayed in the Tariff Portal.

When no additional information is assigned to the entered code, the Tariff Portal displays the message “No search results”.

Display criteria for Tariff Browser
Nomenclature code
This is the code which allows for hierarchical classification of goods. After the code has been entered, the Tariff Portal displays the code within the nomenclature tree or measures assigned to the code or additional information containing the code. If, in addition to the code, the origin/destination country has been entered, the Tariff Portal displays only the measures that apply. The code must have the correct format, that is, it must be the two-, four-, six-, eight- or ten-digit code. It is not necessary to enter the spaces after the fourth, sixth and eight digits.
Country of origin/destination( for measures only)
This is the country from which the taxed commodity is imported or to which it is exported. After the country has been entered, the Tariff Portal displays all the measures assigned to that country.

For each country, the line contains the country code and the country name.

In addition to the country, the goods nomenclature code indicating the commodity must also be entered. If no code has been entered, the Tariff Portal displays no measures.

Additional information
This is the information assigned to the nomenclature code. It is only possible to display these assignments on one search area. After the nomenclature code and the selected area have been entered, the Tariff Portal displays additional information containing entered code.
3.2 Correlation table

Changes can be performed to TARIC Nomenclature codes (10 –Digit codes). The Correlation table is a tool that helps traders to find out which of the nomenclature codes are affected by those changes.

Trade Type
This determines movement direction (Importing or Exporting of goods).
Correlation Type
The Correlation type shows the type of the displayed results (New commodity codes / Expired codes). After the code has been entered, the Tariff Portal displays the new commodity codes with the expired codes and the start date of replacement and in other cases the system shows the expired commodity codes the codes that replaced them and the start date of replacement.
Goods nomenclature code
This is the goods nomenclature code. After the code has been entered, the Tariff Portal displays whether the goods nomenclature has expired or if it has been replaced by another code.
Start date
This is the start date for the correlation table search.
End date
This is the end date for the correlation table search.

3.3 Geographical areas

Searching for a geographical area consists of searching for the country or country group.

The country is searched for by entering the ISO country code (for example, "GB"), the country name or a combination of both. The obtained result includes, in addition to the ISO country code and the country name, the codes of all the country groups to which the searched country belongs.

The country group is searched for by entering the group’s code (for example, “1011”). The obtained result includes the list of all the countries which belong to this group. For each country the list of all the groups to which the country belongs is displayed.

3.3.1 Search criteria for geographical areas
Country ISO code
This is the country code given by the International Standard Organization (ISO) under the number 3166-2 Alpha code. After the code has been entered, the Tariff Portal finds the country name and the codes of country groups to which the country belongs.
Country name
This is the name of the country. After the name has been entered, the Tariff Portal finds the ISO country code and the codes of country groups to which the country belongs.
Country group’s code
This is the code of the country group to which two or more countries belong. After the code has been entered, the Tariff Portal finds the ISO country codes, country names.

3.4 Certificates

Certificate identifies licenses, certificates and similar documents required to be produced for import/export declarations. Certificates are not integrated as separate measure types, but as conditions of the various measure types, for example surveillance, preferences etc. Here the user can search and view details of certificates.

Code
The "Description" field refers to the description of the certificate. It allows a "text search" to find a certificate. After entering a word or an exact text expression preceded and followed by the wildcard character (*), the Tariff portal finds the certificate (s) whose description contains the word or expression entered.
By clicking on the “Search” button, without specify any code or description, Tariff portal displays the full list of possible “Certificates”.
Description
This is the description of the certificate. After the description has been entered, the Tariff Portal finds the certificate together with its code.

3.5 Additional Codes

Additional codes are optional and used to differentiate or to specialise measure applicability.

Code
This is the additional code. After the code has been entered, the Tariff Portal finds the code with its description.
Description
This is the description of the additional code. After the description has been entered, the Tariff Portal finds the additional code.

3.6 Footnotes

Footnotes are optional and are used to provide additional information.

Code
This is the footnote code. It is a combination of the footnote type ID and the footnote ID. After the code has been entered, the Tariff Portal finds the footnote with its text.
Description
This is the footnote text. After the description has been entered, the Tariff Portal finds and displays the footnote text.

3.7 Quota

This function allows to search and view Quotas defined in system. One can search quotas by quota number, country code, critical status and status.

After the search, a list of found quotas will be displayed. To view full information about particular quota, the “Details” link placed on the right side of screen can be used.

The quotas displayed are those managed by the Customs and not the agricultural quotas.

3.7.1 Browse quota
Quota number
The quota number that identifies the quota.
Critical state
The critical state indicator provides information that the quota is in a critical state i.e. the quota has reached the quota critical threshold and it is close to being exhausted.
Origin country
The geographical area of origin the quota applies for. The quota can be associated with the geographical area or group of countries. In the latter case it is applicable to all the geographical areas that belong to the group of countries in the quota validity period. As a search criterion a geographical area can be specified.
Status
Status displays the status of quota (open, blocked, unblocked etc.)
Quota details
Detailed information related to status, balance, associated nomenclature codes and associated sub-quotas.

3.8 XML Extractions

This function allows users who intend to load into their own IT systems and databases the Tariff data maintained by Tariff system. The XML extractions include collections of hierarchical Tariff objects, the links between different Tariff objects and reference attributes that allows unambiguous identification of the object in the XML extractions. The extracted data includes all EU-TARIC and National Tariff objects.

3.10.1 Search for XML extractions
Search Year
This is the year to which the user is looking for the XML extraction. It will be selected from the drop-down list.
Search Month
This is month to which the user is looking for the XML extraction. It will be selected from the drop-down list.
Download XML Extractions
The user can choose to download in a .zip file all the search results buy clicking on the Download button next to the Search button. Note: This option does not include the FULL extractions file. The user can choose to download selected .zip file by clicking on the download button corresponding to the file.

3.11 Reference data
In Tariff Consultation, when searching for "Correlation table", "Geographical areas", "Certificates", "Additional codes", "Footnotes" and "Quotas" none, one or more blank fields can be filled-in as search criteria . If all blank field are left empty (except for Geographical areas category), the system shows all available results for the chosen category. Criteria filter the search request. Instead of leave empty blanks fields, the Portal allows search with "Wildcard" symbol (*) in all blank fields.
Bellow some examples of generic search. 

3.11.1 Search for reference data
Except for "Geographical areas" all other categories allow search with all blank fields "is empty". In other categories like "Certificates", "Additional codes", "Footnotes" both fields "Code" and "Description" can be left empty or filled using  a "Wildcard" in the criterion. The search engine is case sensitive (cf. example with "Geographical areas").

4 Duty calculation
4.1 Calculator The calculator allows the user to calculate customs duties and taxes.

This facility is available to internal users of the system (Customs Authority) and to the general public, including traders. However, confidential or sensitive information is only visible to the Customs Authority registered users.

4.1.1 Calculation fields

The user enters data in the following fields (mandatory fields marked with "*"):

Type *
Type determines if the calculation process concerns Importing or Exporting of goods.
Country [34/17] *
The country of origin / destination (based on value of field Type). This must be the country’s ISO code.
Commodity code [33] *
The full 10-digit TARIC nomenclature code. If an incorrect code is inserted, then the Tariff portal displays an error message "Invalid code". The user can click on the magnifying glass to browse and insert another goods nomenclature code or go back to the Home page and change the Simulation Date if the entered nomenclature code is not valid for the current Simulation Date.
Gross mass (kg) [35]
The gross mass of the commodity in kilograms. The field accepts 16 digits (including ".")
Net mass (kg) [38] *
The net mass of the commodity in kilograms. The field accepts 16 digits (including ".")
Customs value [42/46] *
For Import, this is the customs value of the commodity expressed in the selected monetary unit (SAD field [42]). For Export, this is the statistical value (SAD field [46]). This value must include all additional fees, not only the bill amount. The field accepts 18 digits (including ".").
Meursing [33]
If the user is required to enter an additional Meursing code, the system displays the relevant message. In case the code is not known, the “magnifying glass” button can be used to display the Meursing code calculator. The user must input values in the following fields:
  • Fat Milk
  • Milk protein
  • Starch / glucose
  • Sucrose/ Sugar / Isoglucose
The system then displays the appropriate Meursing code. The user can press the linked code, which is automatically entered in the calculator form field.
Supplementary Units [31/41]
The supplementary units with qualifier (if necessary) must be chosen from the list of supplementary units with qualifiers available.

The supplementary units can be added by clicking "Add ".

The measurement unit can be selected from the list of measurements in the "Code" field.

The supplementary units can be entered in any sequence.

In order to remove the supplementary unit from the list, the user has to check the square on the right side of the given supplementary unit and click "Delete".

Additional Codes [33]
Additional Codes are 4 characters. A maximum of three additional codes are possible. The Additional codes can be entered in any sequence.
When all necessary fields for calculation are completed press the “Calculate duties” button.
  • If additional codes are missing for the required calculation, the system will propose a choice of compatible additional codes and their descriptions to comply with the duty calculation.
    • Click on [?] next to the additional code to read the description.
    • Click on the code to select it and add it to the calculation.
  • If the fields are duly completed the system will display the calculation results.
4.1.2 Calculation results

When all necessary fields for calculation are completed press the “Calculate duties” button.

The system displays the following information:

Calculation data
All the entered data are shown in the resume box at the top of the calculation results page.
Exchange rates
The exchange rate of EUR in the selected for calculation monetary unit.
General conditions
This section displays general information applicable to the calculation data without preference code.
Calculation scenarios
Each calculation scenario displays the following information:
  • Conditions (if there are any)
  • Measures along with details concerning geographical area, validity, duty expression
  • Box 47 of the SAD which contains the payment details.
4.2 Meursing

The Meursing menu allows user to calculate Meursing code, or display values of components based on the known code.

In order to calculate the Meursing code, the following fields must be completed:
  • Fat Milk
  • Milk protein
  • Starch / glucose
  • Sucrose / Sugar / Isoglucose

The system displays the corresponding Meursing code.

It is also possible to enter the known Meursing code in order to display the corresponding values of components.
